According to reports, in accordance with the amendments to the law “On Military Duty” of 2024, “temporary measures have been applied” to the conscript, including a ban on leaving Russia. These measures include a ban on driving and registering vehicles, registering and managing real estate, obtaining loans, and registering as an individual entrepreneur or self-employed.
Conscripts who received such messages are required to appear at the assembly point and are threatened with criminal liability. In fact, for failure to appear at the military commissariat to clarify military registration information, only a protocol on an administrative offense can be drawn up. The maximum fine for it is three thousand rubles (that’s about 724 hryvnias).
A case under the criminal article of “evasion of military and alternative civilian service” can be initiated only in case of failure to appear for a medical examination, meeting of the draft commission or for sending to the place of military service. The maximum punishment in such a case is up to two years in prison, however, as the “Verstka” publication wrote, in 2023-2024, not a single person involved in such cases was sentenced to a real term – 99% of them received fines.
