According to the FT, Ukraine is developing its “victory plan” for the new Trump administration, emphasizing potential business deals, access to raw materials and the deployment of troops.

Ukraine’s allies in Europe and the United States, including senior officials, have offered advice on how best to formulate proposals that encourage closer cooperation with Kyiv rather than cutting off critical aid to the country, Ukrainian and European officials said.

The proposals stem from fears among Ukrainian and European officials that Donald Trump could quickly conclude a peace agreement with Russia, effectively torpedoing Western support for Ukraine.

Two ideas were laid out in Volodymyr Zelenskyi’s “victory plan” with Trump in mind, according to people involved in its drafting. These proposals were later reportedly presented to Trump when the President of Ukraine met with him in New York in September.

“One of the ideas is to replace part of the American troops stationed in Europe with Ukrainian troops after the war. One of the people involved in the planning described the idea as “the ABC of anyone but China,” which it said “could work especially well with Trump.” Ukrainian industries dependent on Chinese technology and materials, such as telecommunications, could switch to American suppliers and attract more Western investment, the person involved said. The idea is in its early stages, but some business leaders close to the president’s office believe it could work well with Trump.

Western allies have so far reacted rather restrainedly to the “victory plan”, especially to the call to officially invite Kyiv to join NATO and supply it with more advanced weapons, the publication notes.

Ukraine began developing its proposals in the summer “to impose our narrative before Trump can impose his,” said a person involved in the planning.

Kyiv reportedly hopes that Trump will be swayed by points specially designed with him in mind.
