The President of Ukraine, Volodymyr Zelenskyi, will not sign the law changing the punishment for using forests, which journalists have nicknamed the “firewood law”.

Dmytro Lytvyn, advisor to the President of Ukraine, reported this to the BBC.

“The president will not sign this law,” he said. He did not specify the reasons.

He also explained that due to technical reasons, the veto time had expired.

“Law on firewood” – this is the name of the document adopted by the Verkhovna Rada on October 10, the purpose of which is to strengthen responsibility for illegal felling of trees and for devices made of wood. And all because an article appeared in it that directly concerns ordinary people who stock up on firewood for the winter. Right now, “Ukrenergo” is warning about a severe winter and possible blackouts.

The law contains many articles aimed at protecting nature. Although, the word “firewood” itself is not mentioned in the document. We are talking about “timber”, which means firewood, boards, beams and other products, and not just trees.

The authors of the new law increased responsibility for those engaged in massive felling and processing of wood. In addition, this responsibility was extended to illegal logging in parks, squares and nature reserves.

People were most upset by the article of the law on the collection of large fines and even imprisonment for “storage, transportation or sale of wood without proper documents.”

The word “storage”, according to critics of the law, directly refers to those who collect and store firewood for the winter, and not only to “black” loggers and dealers.

The draft law stipulates that if the value of the wood is estimated at more than 30,000 hryvnias, the fine can be from 34,000 to 51,000 hryvnias or imprisonment for up to three years. If this value exceeds 90,000 hryvnias, the fine is from 170,000 to 425,000 hryvnias or imprisonment for 5 to 7 years.

Owners of firewood must have documents about where and how they purchased it – receipts, checks, invoices, etc. And it is their absence that can be the basis for a fine or a more serious punishment.

One of the authors of the law, deputy of the “Servant of the People” faction, Maksym Pavlyuk, denied threats to those who collect firewood for their own needs. He assured that the law is not directed against those who use firewood to heat their homes, but against “black loggers”, illegal sawmillers who profit from stolen wood.

Previously, the Cabinet of Ministers of Ukraine, with the support of partners, launched an experimental project on additional supply of firewood to the population.

The Ministry of Social Policy explained how to get a subsidy for firewood.
