More than half of Ukrainians (56%) are negative about holding national elections, presidential or parliamentary, before the end of the war. This is evidenced by the results of a poll conducted by the Razumkov Center on September 20-26.

Only 28% of respondents support the idea of ​​holding elections.

Support for elections until the end of the war depends on the level of trust in the authorities, especially in the President of Ukraine. Among those who trust the president, only 17% support holding elections (69% against), while among those who do not trust the president, 41% are in favor of the election and 42% are against.

Confidence in the Verkhovna Rada also affects the attitude to the elections: 23% of those who trust it support the elections (63.5% do not support), and among those who do not trust, 30% expressed support, while 54% oppose.

The Sociological Service of the Razumkov Center conducted a survey within the framework of the Get Involved! program, funded by the US Agency for International Development (USAID) and implements Pact in Ukraine.

The survey was conducted by the personal interview method in all regions controlled by the government of Ukraine. Stratified multistage sampling was used with random selection at the initial stages and quota selection of respondents at the final stage. The sample structure reproduces the demographic characteristics of the adult population of these regions as of the beginning of 2022 by age, gender and type of settlement.

2016 respondents over the age of 18 were surveyed. The theoretical sampling error does not exceed 2.3%.

Zelensky’s legitimacy and elections during the war — what is known

On October 5, 2023, President Zelenskyy stated that elections in Ukraine can be held during martial law, provided changes are made to the legislation and the organization of voting in such a way that it would be safe and that all Ukrainians could participate in the process both inside the country, at the front, and and abroad.

On January 21, Zelenskyi said that he is not postponing the elections, but simply cannot hold them, as this is prohibited by law during wartime.

On February 20, the Kyiv International Institute of Sociology published the results of a study according to which, as of February 2024, the vast majority of Ukrainians — 69% — believe that Volodymyr Zelensky should remain in the post of president until the end of martial law.

According to the Constitution of Ukraine, the next presidential election of Ukraine should be held on March 31, 2024. On May 20, 2024, the five-year term determined by the Constitution from the moment of the inauguration of Volodymyr Zelenskyi expired.

On May 10, the Minister of Justice of Ukraine Denys Malyuska stated that Zelensky will not lose his legitimacy after May 21, 2024 — his powers will continue until the election of the next president.

On July 21, Zelenskyi said that if the war between Ukraine and Russia drags on, then in any case, they will have to find a way to hold elections.
