India has rapidly become the second largest supplier of limited critical technologies to Russia’s military machine.

According to the officials, who spoke on condition of anonymity because of the private nature of the discussions, India’s exports of restricted goods such as microchips, circuits and machine tools topped $60 million in April and May – roughly double the previous months this year – and rose to 95 million dollars in July. India is second only to China.
Some of Ukraine’s allies note that they are particularly disappointed by the fact that the Indian side does not respond much to diplomats’ appeals on this issue. India’s Ministry of External Affairs declined to comment on the trend.
According to the latest data, almost a fifth of the sensitive technology that enters the Russian military-industrial complex comes through India, officials say.
The new data underscores the difficulties the US and its allies face in trying to limit Russia’s ability to fight in Ukraine. The export of most such dual-purpose technologies directly to Russia is prohibited, so the country purchases them through third countries – sometimes through unwitting subsidiaries of Western firms or networks of intermediaries.
A US State Department spokesman said on Friday that the agency would raise the issue again with Indian government officials and the companies.
As the Allies work to close some of these routes, new trade centers are emerging. Among them are India, Malaysia and Thailand, sources say.
India’s role in shipping such goods poses additional difficulties as US and EU policymakers seek to develop partnerships with Prime Minister Narendra Modi’s government even as he strengthens ties with Putin. India has also become the largest buyer of Russian oil, despite efforts by allies to limit these sales.
A key factor in this shift is the vast reserves of rupees that Russia has amassed from such oil sales, officials said.
