Minister of Foreign Affairs of Ukraine Andriy Sybiga had a telephone conversation with the head of EU diplomacy Josep Borrell, the press service of the Ministry of Foreign Affairs said.

“I had a productive telephone conversation with the head of EU diplomacy, Josep Borrell, on the eve of the meeting of the EU Council on Foreign Affairs, to which I am glad to be invited,” Sibiga explained.

He also noted that during the conversation they discussed “tangible progress in providing Ukraine with 35 billion euros through the use of frozen Russian assets and the next joint steps.”

On October 9, the ambassadors of the European Union agreed on a loan for Ukraine for 35 billion euros, the editor of Radio Free Europe/Radio Liberty on European Affairs Rikard Yuzvyak reported.

In September, the president of the European Commission, Ursula von der Leyen, announced a loan to Ukraine in the amount of up to 35 billion euros “as part of the G7 commitment.” The President of Ukraine, Volodymyr Zelenskyy, during a briefing with von der Leyen, clarified that these funds will be spent primarily “on energy, on defense.”

Bloomberg last month also reported that the United States told the European Union that it would provide $20 billion for a large-scale aid package to Ukraine led by the Group of Seven (G7) if the bloc changes its sanctions regime against Russia.

In June, the G7 agreed in principle to provide Ukraine with a non-repayable loan, which will be repaid with the proceeds of about $280 billion in frozen Russian assets, most of which are in Europe.

The U.S. and EU initially agreed on contributions of similar amounts, about $20 billion each, until Washington demanded a longer sanctions regime from Europe to ensure the gains were preserved.
