In the occupied territories of Ukraine, Russia defiantly violates all norms of international law, in particular, carries out forced passporting of the population. Ukrainians who agreed to receive the document from the occupiers under pressure will not be tried. This is stated in the statement of the Ministry of Justice of Ukraine, reports UNN.

The department explains that the Russians often deprive the residents of the occupied territories of the opportunity to choose. They are forced to act under the pressure of circumstances due to fear of reprisals or the imposition of illegal restrictions.

One of the examples can be forced passporting in the temporarily occupied territories (TOT) of Ukraine, which is one of the many evidences of violation of citizens’ rights. Persons who committed a socially dangerous act in order to avoid ill-treatment will not be held liable. Article 40 of the Criminal Code of Ukraine, provided there is evidence of the use of mental coercion, provides them with full legal protection in court

The ministry emphasized that often under extremely difficult living conditions in the occupation, local residents are forced to take Russian citizenship.

Forcible passporting is illegal and not recognized in Ukraine and in the world, as it contradicts the principles and norms of international law and is a violation of the Geneva Convention on the Protection of the Civilian Population in Time of War
