The MOU disclosed the details of the restructuring of the procurement model for the Armed Forces with zero tolerance for corruption

Over the past year, defense procurement for the Armed Forces has undergone drastic changes. The new team of the Ministry of Defense has built a modern architecture that ensures transparency, efficiency and sustainability of the system.

Deputy Minister of Defense of Ukraine Dmytro Klimenkov informs about this.

“It is not only about quantitative indicators of savings and procurement volumes, but also about fundamental shifts in resource management, digitalization and the involvement of the Ukrainian manufacturer in the process of providing the army,” he said.

One of the first strategic decisions of the new team was the restructuring of the procurement model for the Armed Forces according to NATO principles and with zero tolerance for corruption.

“The Ministry abandoned the function of direct procurement, leaving behind only the establishment of the rules of the game. For this purpose, the Department of Procurement Policy was created in the structure of the Ministry of Defense – a key center for the development of procurement rules,” said Dmytro Klimenkov.

Direct purchases are transferred to specialized agencies: “Defense Procurement Agency” (AOZ) and “State Rear Operator” (DOT). They play a central role in meeting the needs of the Ukrainian army.

According to the Deputy Minister of Defense, the division of functions is necessary for maximum transparency and prevention of corruption risks. A clear delineation of roles between the ministry and agencies ensures that each structure focuses on its tasks and avoids conflicts of interest.

AOZ took over the procurement of weapons and military equipment. DOT focused on rear support — the supply of food, fuel and lubricants, and property. These agencies are key elements in improving the efficiency and transparency of the procurement process for the Armed Forces.

“However, as we move towards joining NATO, we are continuing procurement reform to increase efficiency and meet Alliance standards,” he said.

In his opinion, one of the important steps was the decision to merge the two agencies responsible for providing defense needs into a single structure.

Military practice has shown that the parallel work of these agencies led to duplication of functions, inefficient use of resources and delays in decision-making. And in the conditions of war, this is unacceptable, since the efficiency of the supply of military equipment and equipment is critical.

The single agency will be created on the basis of the State Rear Operator (DOT), which has already demonstrated its effectiveness, transparency and integrity in providing for the Armed Forces of Ukraine.

“This will allow us to optimize processes and ensure compliance with NATO standards, which will bring us closer to integration into Euro-Atlantic defense structures,” Dmytro Klimenkov assured.
