Oleksandr Motyl, a professor of political science at Rutgers University and a specialist in the study of Ukraine, Russia and the countries of the former USSR, answered in an interview with Radio NV whether US President Joe Biden would risk supporting the victory plan of Volodymyr Zelenskyi in the last months in power.
“Biden is known for being slow to react to all things. As you know, he was criticized by Ukrainians and Americans that he always gave weapons, ammunition and so on too late. Since this is already, so to speak, a feature of his character, which was already determined several years ago, it can be assumed that he will not radically change his attitude to events,” Motil said on Radio NV.
At the same time, the professor of political science noted that it can be assumed that Biden, who is criticized for a lack of radicalism and slowness, will come to the decision that “now is the time for me to declare myself and leave this or that policy to my successor or successor Ms. Harris.”
“It would not even be bad for him, from the point of view of history, that he made such far-sighted, radical, important decisions during his last months in power. Especially since he knows better than anyone that while Harris’s odds are much better than his, it’s not written anywhere that she will win – she could win. Now it looks like he will win, because he has 2-2.5% more than Trump. But American politics is so fickle that it can lose. Trump beat Hillary Clinton: she also led, then lost. So it is not known,” Motil added.
He also drew attention to the fact that the latest polls show that the House of Representatives of the US Congress will remain under the control of the Republicans, and the Senate may pass into their hands.
“In this case, even if Harris is in power, any of her initiatives will be blocked by Congress itself. This may include politics regarding Ukraine, Russia, and the war. Maybe not. But here there is a certain serious danger that she will become president, or even worse — that Trump will become president — and he will then have all power, and she will have minimal power, because in fact two branches of Congress will be against her,” explained the professor of political science.
Motyl concluded that from a pragmatic and historical-personal point of view, it would be “very logical” for Biden to change the US attitude towards Ukraine and the war by accepting “if not the whole plan of victory, then at least certain essential parts.’
Ukraine’s victory plan — what is known
During the Ukraine 2024. Independence Forum, Zelenskyi announced that he plans to present a plan for Ukraine’s victory to US President Joe Biden in September.
On September 18, Zelenskyi said that Ukraine had prepared all points of the victory plan.
