The International Commission to Investigate Violations in Ukraine has discovered new evidence of the systematic use of torture by the Russian authorities against Ukrainian civilians and prisoners of war in the occupied territories and in Russia.

This is stated in the commission’s new report, which was published on Monday, September 23.

The Commission said that the geographic scope and nature of the torture indicated that the acts were carried out as a “routine practice with a sense of impunity”.

Further investigation confirmed that torture was actively used in Russian-controlled territories of Ukraine. The new evidence reinforces previous conclusions about the large-scale nature of these crimes.

The commission also found common elements in the methods of torture, which emphasizes the systematic nature of such actions, in particular in large prisons in the occupied territories and in Russia, where Ukrainian prisoners are held.

“Another common element emerging from the evidence points to the coordinated involvement of employees of specific services of the Russian Federation in torture in all places of deprivation of liberty investigated by the commission,” the report reads.

It is noted that sexual violence, mainly against men, is also systematically used as a form of torture, and such cases have been recorded in almost all the mentioned institutions.

In addition, the commission collected testimony from former prisoners about Russian prison staff who received orders to mistreat prisoners. Evidence suggests that in some institutions orders for torture came from senior management who either condoned the treatment or took no action to stop it.
