The Times: One of the key points of Zelenskyi’s plan is security guarantees

The “Victory Plan”, which Ukrainian President Volodymyr Zelenskyy intends to present to US President Joe Biden and other world leaders during his visit to the US this week, primarily involves providing Ukraine with long-term guarantees of support from the West. The British newspaper The Sunday Times writes about this, noting that the guarantees should be such that the new US administration cannot refuse them, in particular, in the event of a hypothetical victory in the elections of the Republican Donald Trump.

Among the four main points of Zelenskyi’s plan, as the newspaper writes with reference to sources, the request for security guarantees, essentially similar to the fifth article of the treaty on collective defense of NATO, occupies a key place.

Another point of the plan, which was not reported earlier, is support for the continuation of the operations of the Armed Forces of Ukraine on the territory of Russia, in particular in the Kursk region. In addition, the plan refers to guarantees of supplying Ukraine with modern weapons and international financial aid.

Earlier, a number of publications wrote that the plan also includes a formal invitation to Ukraine to join NATO and permission to strike deep into Russian territory with Western long-range weapons. Officially, the plan has not yet been published. Volodymyr Zelenskyi previously said that it consists of four points and one more, which will be relevant already for the post-war period.

Sources of The Sunday Times also write that during Zelensky’s visit, Biden will probably not publicly announce the lifting of the ban on the use of American long-range missiles for strikes on Russian territory. The decision on this, however, may be made secretly, as the British newspaper The Guardian wrote. The Russian authorities have previously threatened the West with consequences in the event of such a decision.

It is not clear how Ukraine’s security guarantees, similar to its participation in NATO, could be formalized. A number of Western countries, including the United States, have repeatedly emphasized that, by helping Ukraine, they intend to avoid a direct armed conflict with Russia.

Volodymyr Zelensky arrived in the USA the day before. He is expected to address the UN General Assembly this week. On September 26, he will meet with Joe Biden at the White House. He also intends to meet with both candidates for the US presidency – Kamala Harris and Donald Trump. His meetings with the leadership of the Congress, as well as leaders of a number of countries and international organizations are also planned.

In a video message that Zelensky recorded on his way to the USA, he noted that in the fall “it will be decided what will happen next in this war.”

In an interview with the American publication The New Yorker before his visit to the USA, Zelensky said that he considers it a “terrible” idea that US President Joe Biden will not support the plan proposed by Ukraine. According to Zelenskyi, this would cause a very long war with a large number of victims. “This would mean that Biden does not want to end the war in a way that deprives Russia of victory,” Zelenskyy noted, stressing that in this case Ukraine would continue to “live according to plan B.”
