Galeotti emphasizes that one of the goals of Zelenskyi’s plan is to retain the support of allies, and quotes a German diplomat who said: “I don’t know if it will win over the Russians, but it is probably designed, like everything else, to force us to stay in formation”.

Speaking of fatigue from Ukraine”, Mark Galeotti explains it by the fact that “the West has never properly thought about what victory means”.

The Times columnist also points out that even among Ukraine’s staunchest allies there is skepticism that Kyiv will be able to take back all the occupied territory by military means.

According to one of the interlocutors of the journalist, whom he calls a “Ukraine hawk from a Polish think tank”, the struggle now is to ensure that in the future Ukraine’s borders move as little as possible.

One conclusion, writes Mark Galeotti, is that if Ukraine continues to refuse to recognize any territorial losses — which is, after all, its right — something like perpetual war will ensue.

“After a certain point there will be a certain degree of attrition, and the war will probably oscillate between episodes of brutal fighting and temporary truces, but it will not end,” suggested The Times columnist

In essence, writes Galeotti, this is a war of endurance. While Putin plans to bleed Ukraine to exhaustion, Kyiv hopes that by expanding the war and inflicting damage on the Russian Federation, it will make Moscow unable or unwilling to continue it.

Ukraine’s victory plan — what is known

In August, Zelenskyi announced that he plans to present a plan for Ukraine’s victory to US President Joe Biden.

“Kursk region is included in our plan – the plan for the victory of Ukraine. Maybe it sounds too ambitious for someone, but it is an important plan for us,” Zelensky said on August 27.

The President of Ukraine also said that another aspect of the plan is “to secure Ukraine in a strategic place in the world’s security infrastructure.”

The third aspect concerns measures aimed at forcing Russia to end the war through diplomatic efforts.

The fourth direction, according to the head of state, is economic.

On September 20, Zelenskyi said that Ukraine’s victory plan is designed for quick decisions by Ukraine’s partners from October to December.
