“Today I can announce that we will allocate an additional amount of around 160 million euros for this winter. This includes 60 million euros in humanitarian aid – for example for shelters and heaters – and around 100 million euros for repair work and renewable energy sources. This 100 million euros come from the revenues from the immobilized Russian assets in the European Union. Because it is right that Russia is paying for the destruction it has caused. That is why we must continue to transfer part of the revenues from the immobilized Russian assets to Ukraine’s energy sustainability.” said von der Leyen.

In her words, in general, according to estimates, “European support for Ukraine’s energy security from February 2022 amounts to at least 2 billion euros.” And, she says, that’s a low estimate because it doesn’t include all in-kind donations.
