On September 18, the Russian military “once again carried out an airstrike on the regional center”, Sumy OVA reported at 11:03 p.m.

“The enemy continues to terrorize the civilian population of Sumy Oblast, striking critical infrastructure facilities in the region. Power outages are possible. The emergency and rescue services are working to eliminate the consequences of the enemy attack,” the local authorities inform.

“Due to the Russian strike in Sumy, all the facilities of the Vodokanal have been cut off, in a few hours water will be supplied to the city with reduced pressure, reported the KP “Miskvodokanal”, “Suspilne” informs.

The leadership of Russia denies that the Russian army during a full-scale war inflicts targeted strikes on the civilian infrastructure of the cities and villages of Ukraine, killing the civilian population and destroying hospitals, schools, kindergartens, energy and water supply facilities.

The Ukrainian authorities and international organizations qualify these strikes as war crimes by the Russian Federation and emphasize that they are purposeful in nature.
