The Committee on Digital Transformation of the Verkhovna Rada recommended for the first reading the bill No. 11431, which aims to ensure the stable operation of mobile operators during power outages. The bill was developed in response to the Supreme Commander-in-Chief’s decision to support communications networks in wartime conditions and power outages.
In particular, the draft law provides for an increase in unscheduled inspections of telecommunications operators and an increase in fines for violating the requirements of the National Commission, which regulates activities in this area. This is done in order to ensure uninterrupted communication for Ukrainians even during long blackouts.
The head of the subcommittee on the development of the digital industry Serhii Shtepa noted that some operators did not provide a sufficient number of generators or batteries for the long-term operation of the equipment, which creates risks for communication. The bill aims to correct this situation and avoid problems that may arise during the winter. Despite the presence of comments from associations of mobile operators, Shtepa hopes for a quick adoption of the bill by the Verkhovna Rada.
