The State Duma of the Russian Federation supported in the first reading the draft law, which provides for the possibility of releasing Russian defendants from criminal responsibility, provided they sign a contract to participate in the war against Ukraine.

The Russian government also approved a bill that allows defendants to enter into contracts with the Russian armed forces during mobilization or martial law.

If the law is passed, changes will be made to the Criminal and Criminal Procedure Codes. In the event of a decision to conclude a contract with the defendant, the criminal proceedings in his case will be stopped, and the criminal prosecution will be terminated.

Currently, the possibility to avoid responsibility by signing a contract can be used both by persons who are under investigation and whose cases have not yet been brought to court, as well as by convicted persons.
