The increase in planned tax revenues in the draft budget for 2025 “by an ambitious 18.2%” can be explained by the detinization of salaries due to the introduction of “economic reservation”.
This conclusion was made by the head of the Committee on Finance, Tax and Customs Policy, Danylo Hetmantsev.
Thus, the increase in tax revenues significantly exceeds the GDP deflator and projected inflation and is explained by detinization, primarily of salaries, Hetmantsev noted.
“The largest increase is planned for personal income tax – by 45%, which against the background of practically unchanged unemployment (17.7%) can be explained solely by detinization in connection with economic reservation,” he said.
As for personal income tax, Hetmantsev noted, the government proposes to return 4% of personal income tax to the state budget, which seems justified against the background of the surplus of local budgets.
