The head of the Verkhovna Rada committee on the organization of state power, local self-government, regional development and urban planning, Olena Shulyak, said about this.

Each shelter is planned to be registered, to carry out a technical inventory for it, which will help to know the exact number and condition of such structures.

Today, September 17, the parliament supported draft law No. 11345, which provides for all these measures, as well as other important points for improving the current system of civil intervention in cases of emergency situations – fires, floods, man-made accidents, etc.

It is planned to introduce new accounting rules for protective structures, primarily bomb shelters, shelters, etc. From now on, every shelter must be registered and undergo a technical inventory, Shulyak explained.

“This will help to know the exact number and condition of such structures. In addition, the project provides that during the new construction of multi-apartment buildings, in particular, it will be necessary to build shelters. It also provides for the creation of an electronic register, in which fire and rescue units must be entered to ensure local of fire protection,” said the parliamentarian.

In addition, it is planned to introduce the term “security center” – a specialized infrastructure object in which special premises for several emergency services are equipped, which ensure the safety of the population’s life. This means a fire station with a control room, a base for an emergency medical team, a police station, etc.

Condominiums will be obliged to inspect the existing premises of the underground space and to arrange civil defense facilities there and to maintain them – in the event that such a decision is made at the general meeting. Thus, these issues will be decided by the residents of the building, Shulyak explained.

She also added that previously each enterprise independently decided whether it needed emergency and rescue services, and now the emphasis is on specific objects where the risk of accidents or disasters is particularly high.

In addition, the draft law No. 11345 adopted as a basis means integration into the mechanism of civil protection of the European Union and aims to bring the system of civil protection of the population into compliance with EU norms, said the People’s Deputy.

“In July 2022, the parliament adopted draft law No. 7398, which provides for the arrangement of a civil defense system. We adequately estimate that we will not build a bomb shelter in two months, but during this time it is possible to design the construction of new such shelters, to identify structures that can be used for shelters and to establish this system in such a way that it is effective. And the draft law No. 11345 adopted today should improve the legislation in the field of civil protection in peacetime and in a special period,” said Olena Shulyak.

Earlier, the Cabinet of Ministers decided to distribute additional subsidies from the state budget for the provision of shelters in schools in Chernihiv, Kherson, Kharkiv, Sumy, Odesa, Mykolaiv, Zaporizhzhya, and Dnipropetrovsk regions. It is about the amount of about 5 billion hryvnias.

Recently, the Department of Education of the Dnipro District State Administration in the city of Kyiv ordered a tender for the construction of a school shelter for UAH 287.8 million, which may become the most expensive in Ukraine.

And the Bureau of Economic Security reported the suspicion to the director of the school in the Kyiv region, who accepted the shelter, which did not meet the standards.
