The Sumyoblenergo company reported that due to the Russian airstrike, power was cut off to consumers in Sumy, the network of the Sumy, Konotop, and Okhtyr districts of electricity grids, as well as the Bilopolska, Burynska, Lebedynska, Putivlska, Trostyanetska, Krasnopilska, and V. Pysarivska districts. As of 7:00 a.m. on September 17, 281,072 electricity consumers in the Sumy region remained without electricity.
Acting mayor Artem Kobzar informed that due to Russian strikes on Sumy, water is supplied to the city with reduced pressure, and there are problems with electricity supply. According to him, there were no injured or dead as a result of the attack.
The leadership of Russia denies that the Russian army during a full-scale war inflicts targeted strikes on the civilian infrastructure of the cities and villages of Ukraine, killing the civilian population and destroying hospitals, schools, kindergartens, energy and water supply facilities.
The Ukrainian authorities and international organizations qualify these strikes as war crimes by the Russian Federation and emphasize that they are purposeful in nature.
