It is about the transfer of units, aggregates and individual components of Taiwanese combat aircraft in need of repair to American enterprises, where they will be repaired and returned to Taiwan.
The State Department noted that US government reserves will be used for such repairs, so the work will be completed as quickly as possible and the Taiwanese army will not suffer a loss of combat readiness.

Taiwan’s Ministry of Defense thanked the US for a new package of military aid.
“The repair and return of aircraft parts and accessories agreed with the United States will help maintain the combat readiness and safety of various types of aircraft of the Taiwanese Air Force,” the Ministry of Defense of Taiwan said.
Although democratically-ruled Taiwan has never been part of the People’s Republic of China, Beijing claims the island as its own territory and has stepped up military and political pressure over the past five years to assert its claims, which Taipei strongly rejects.
