Direct speech: “I have called this meeting in order to pass a state of emergency order as soon as possible.”

Details: The Prime Minister noted that a detailed list of counties and communes to which this state applies will be provided in Wrocław, where the meeting of the crisis headquarters should begin soon. It will also be explained what the state of emergency entails and its consequences.

“We have an evacuation order in our state of emergency, but as I mentioned yesterday, we will (use it. – Ed.) only in a situation where people’s lives are directly threatened,” – said Donald Tusk.

According to the draft decree of the Council of Ministers, a state of natural disaster will be introduced in flooded areas for up to 30 days. “Only necessary” restrictions on rights and freedoms are provided for: among them, an evacuation order and a ban on staying in certain places.

Climate and Environment Minister Paulina Hennig-Kloska said on Monday that the declaration of a state of natural disaster “will help to mobilize more funds and resources to fight the consequences of floods”.

Meanwhile, in Lower Silesia, due to the breach of the dam between the Topol and Kozelno reservoirs, it was necessary to announce the immediate evacuation of part of the city of Pachków in the southwest of the country.

“I just received information about the immediate evacuation of a part of Pachkuva. The mayor made such a decision because, unfortunately, the dam on the Topol reservoir broke,” said Nysa mayor Daniel Palimonka.

“The water is running full speed, and all this leads to the fact that we are forced to think about the health and lives of residents,” he added.

Prehistory:

  • This is the second dam breach due to floods in Poland. As a result of the flood, the dam on the Moravka River was damaged in Strona-Slionski, as a result of which the city was actually under water and was cut off from the rest of the world.
  • As you know, south-western Poland, eastern Czech Republic and Lower Austria are suffering from large-scale floods, and at least three people are known to have died.
  • In Hungary, preparations are being made for a major flood on the Danube, the Hungarian part of which is being approached by large water from other Central European countries.
