The defense budget of Ukraine for the year 2025 has been projected at $44.4 billion. This figure is part of a broader analysis conducted by Business Insider, which ranks the world’s largest armies based on personnel size and defense expenditures.
According to the report from the International Institute for Strategic Studies, China leads the global military rankings with a personnel count of approximately 2.035 million and a defense budget of $251.3 billion. Ukraine ranks sixth, with an estimated armed forces strength of 677,000 personnel.
In comparison, Russia occupies the fifth position with a military size of 1.264 million and a defense budget of $161.2 billion. The rankings underscore the significant military investments made by these nations amid ongoing geopolitical tensions.
World’s Largest Armies by Personnel
The following is a list of the top 10 largest armies globally:
- 1. China – 2,035,000 personnel, defense budget $251.3 billion.
- 2. India – 1,501,000 personnel, defense budget $78.3 billion.
- 3. United States – 1,340,000 personnel, defense budget $921 billion.

In January 2026, a separate ranking highlighted Ukraine’s military as the 20th strongest among 145 countries. This ranking took into account the effective size of its military, including active personnel and reserves, as well as its naval capabilities, particularly the use of maritime drones.
The top three military powers, according to the Global Firepower Index, are the United States, Russia, and China.
