Ukrainian Railways has implemented new safety measures for passengers following a rise in targeted attacks on trains by Russian forces. The company’s chairman, Oleksandr Pertzovskyi, explained that these changes are a response to evolving threats, particularly the use of advanced technology for precision strikes on moving trains.
Previously, Russian assaults primarily focused on stationary infrastructure such as bridges and stations. However, Pertzovskyi noted a shift in tactics, with the enemy now capable of directing attacks in real-time using drones like the Shahed model.
“We clearly understand that there is a targeted attack on passenger rolling stock,” Pertzovskyi stated.
He cited specific incidents, including a January 2026 attack on a train traveling to Barvinkove on the Donetsk railway, which resulted in the deaths of six passengers. Additional strikes have been reported on an electric train at the Apostolove station and a carriage in Mykolaiv.
In light of these threats, Ukrainian Railways has revised its safety protocols. Trains may now stop in advance at identified risk areas to facilitate passenger evacuation, thereby reducing potential harm.
“In the worst-case scenario, we might lose rolling stock, but we will save lives, as our primary goal is passenger safety,” Pertzovskyi explained.
These safety measures have been in effect for several months, during which numerous instances of train stops and evacuations have occurred, often followed by Russian strikes on the trains.
Pertzovskyi outlined the evacuation procedures for passengers during potential attacks:
- Stop Priority: Trains will halt at stations with adequate shelters. Passengers will be informed and directed to safety.
- Passenger Check: Before departure, a headcount will ensure all evacuated passengers return. Trains will not leave without them.
- In the Absence of Shelter: Passengers are advised to disperse in the vicinity. Conductors in safety vests will organize groups and keep them close.
- During an Explosion: Lie flat on the ground, keep your mouth open to prevent barotrauma, and shield your head with available materials.
- Listening to Conductors: Passengers should carefully follow conductor instructions, who will use megaphones and whistles to communicate. The locomotive will also signal before departure.
- Returning to the Train: Wait for the official signal indicating the danger has passed. Multiple loud signals will precede departure, and conductors will verify all passengers are back on board.
- Crossing Tracks Safely: Exercise extreme caution when crossing tracks during evacuation, remaining aware of any approaching trains despite safety measures.
The evacuation of passengers has been a regular procedure in Ukraine over recent months due to an uptick in attacks on railway infrastructure. Instances of mid-route evacuations have occurred during air alerts, with passengers temporarily relocated to fields or wooded areas until the threat subsides.
