Ukrainian Official Charged for Falsifying Medical Documents to Evade Military Service

The National Police of Ukraine and the Office of the Prosecutor General have announced the arrest of an official from a military medical institution for allegedly falsifying medical certificates to help individuals avoid military conscription. The suspect has been formally charged.

According to law enforcement, the individual exploited their position to facilitate the creation of medical documents, examinations, and military-medical commissions that effectively legitimized false claims for exemption from service. The cost for these services ranged from $10,000 to $25,000, depending on the urgency of the request.

The Office of the Prosecutor General specified that the individual in question is associated with the National Military Medical Clinical Center, known as the Main Military Clinical Hospital. The charges include obstructing the lawful activities of the Armed Forces during a special period, conspiracy among a group of individuals, and organizing the forgery of documents, all of which fall under various articles of the Ukrainian Criminal Code. The penalties for these offenses can lead to imprisonment for up to ten years.

As part of the legal proceedings, the court has imposed a preventive measure of detention on the official, with the possibility of posting bail set at 8 million UAH (approximately $215,000). Authorities noted that this individual was part of a criminal group involved in the forgery of medical documents since May 2024.

The scheme included the production of fictitious medical history excerpts, discharge summaries, and referrals for military medical commissions. Based on these fraudulent documents, false information regarding the health status of conscripts was recorded in official materials, allowing individuals to receive certificates of unfitness for service and removal from military records. More than 50 individuals are reported to have utilized this scheme.

Additionally, law enforcement revealed that two other participants in this scheme were previously apprehended. In September and October 2025, they were charged with obstructing the lawful activities of the Armed Forces and facilitating illegal border crossings for profit.

This operation involved a criminal group that produced fraudulent medical records, affecting over 50 individuals and leading to significant legal consequences.
