Kyrilo Budanov, the head of the Ukrainian President’s Office, has stated that mobilization efforts will remain essential as long as the war continues. Speaking at a meeting of the CEO Club Ukraine, Budanov addressed the current state of military recruitment and territorial recruitment centers, describing the process as chaotic.
Budanov emphasized the necessity of human resources for the military, noting that the ongoing conflict has persisted for over 12 years, with more than four years of full-scale invasion. He pointed out that many individuals are reluctant to enlist, often distracted by media consumption.
“The army needs human capital. The minimum plan exists: a minimum number of people must be recruited to support the front. There is no bridge between these two realities. If people do not enlist, they will have to be mobilized,” Budanov stated.
The official cautioned against expecting significant changes from merely altering the names or formats of recruitment centers, asserting that the fundamental nature of the process will remain unchanged. He warned, “Nothing will change with the renaming of the recruitment centers. Either the front will collapse,” he added, underscoring the urgency of the situation.
