The Ukrainian Ministry of Digital Transformation has announced that it will not implement draft notifications in its digital public services application, Diia. This clarification comes in response to public inquiries regarding the app’s features related to military mobilization.
According to a statement from the Diia press service, the ministry’s team is not currently working on this functionality and has no plans to introduce it in the future. This decision contrasts with features available in the Ministry of Defense’s app, Reserve+, which allows users to receive notifications about paper draft notices sent by mail.
In January 2026, the Reserve+ app introduced a notification feature for users, helping military conscripts stay informed about their status and prepare for receiving official correspondence from the Territorial Recruitment Centers.
On December 26, 2023, the Cabinet of Ministers submitted a draft law to the Ukrainian Parliament aimed at improving various aspects of mobilization, military registration, and service. President Volodymyr Zelensky highlighted discussions that included proposals to conscript an additional 450,000 to 500,000 individuals.
On April 11, 2024, the Ukrainian Parliament approved the mobilization bill in its second reading, which was passed without a provision for demobilization. President Zelensky signed the law on April 16, and it came into effect on May 18, 2024.
With the enactment of the updated mobilization law, the Reserve+ app became operational for military personnel, conscripts, and reservists. Available for download on both App Store and Google Play, the app facilitates the timely updating of personal data and provides access to information in the Obereg registry, streamlining the mandatory data update process.
From May 18 to July 16, 2024, in accordance with the new mobilization law, approximately 4,690,496 military personnel updated their military registration data. Additionally, on July 26, the Reserve+ app added a feature that allows users to upload current data about their military reservations to their electronic military registration documents.
The Ukrainian Ministry of Digital Transformation confirmed that its Diia app will not feature draft notifications, focusing instead on existing functionalities. This announcement follows significant legislative changes regarding military mobilization, including the introduction of the Reserve+ app for military personnel.
