Ukrainian Government Allocates Funds for Critical Infrastructure Protection

The Ukrainian government has earmarked 12.85 billion hryvnias for initial protective measures at 209 critical infrastructure sites in frontline regions and Kyiv Oblast. Prime Minister Yulia Svyrydenko announced this funding following a government meeting held in Odesa on March 20.

“We have begun preparations for the next winter. Our priorities include protecting energy facilities, developing distributed generation, ensuring additional power sources for heating and water supply facilities, and decentralizing heat supply,” she stated.

According to Svyrydenko, 3.5 billion hryvnias will be allocated for the construction of protective measures for 24 high-voltage substations, a project managed by the Recovery Agency.

The remaining 9.4 billion hryvnias will be directed to frontline regions and Kyiv Oblast, aimed at constructing protective structures for distribution substations and other critical infrastructure sites.

“During my visit to Odesa, I met with the heads of the Odesa, Mykolaiv, and Kherson regional administrations to discuss the implementation of resilience plans for these areas. Priority tasks were established. Odesa Oblast will receive 582.3 million hryvnias, Mykolaiv 280.7 million hryvnias, and Kherson 97.5 million hryvnias for the initial projects,” the Prime Minister added.

Svyrydenko further noted that the total funding requirement for winter preparation measures in Ukraine is estimated at 278 billion hryvnias, with the government actively seeking financial support from international partners. Co-funding from local communities for municipal projects is also anticipated.

On March 14, President Volodymyr Zelensky signed a decree to implement a National Security and Defense Council decision regarding resilience plans for Ukrainian cities and regions, which includes preparations for the winter of 2027.

Earlier, Minister of Energy Denys Shmyhal stated that the government is developing both active and passive protection for Ukrainian energy facilities. He indicated that the total funding requirement for these efforts stands at 35 billion hryvnias.
