The Ukrainian government has initiated an experimental project aimed at enhancing professional training for workers in critical sectors, including the defense industry and energy. Announced on April 2 by Prime Minister Yulia Svyrydenko, the program will allocate up to 30,000 hryvnias for individuals pursuing full qualifications, while also providing financial support to companies that educate their employees.
Svyrydenko stated,
“Ukraine already has a support mechanism for education through vouchers and retraining. Now, the government is strengthening the connection between state support and specific employer demands.”
The initiative offers two forms of state assistance: a grant for individuals obtaining professional qualifications and compensation for employers investing in workforce training. Starting in 2026, the grant for full professional qualifications will reach up to 30,000 hryvnias, while partial qualifications will be supported with grants of up to 15,000 hryvnias. These amounts will also apply to employer compensation.
This project primarily targets the defense industry and other priority sectors, such as energy. Funding for the program will come from the State Employment Fund.
According to Svyrydenko, these changes are part of a new employment policy aimed at aligning the labor market with the needs of the economy.
