The Ukrainian government is set to implement a fuel cashback initiative as part of its broader support strategy for citizens facing increasing fuel costs. Prime Minister Yulia Svyrydenko announced the details during a government question hour in the Verkhovna Rada.
Svyrydenko indicated that the support package will target vulnerable consumer groups significantly affected by the surge in fuel prices. This initiative will include direct financial assistance for pensioners, individuals with disabilities, low-income families, internally displaced persons (IDPs), and families with children, totaling nearly 13 million beneficiaries.
The funds are expected to be disbursed in April through existing mechanisms, utilizing both Ukrposhta and the banking system, in alignment with current budgetary programs managed by the Ministry of Social Policy.
The cashback program will offer a 15% rebate on diesel fuel, 10% on gasoline, and a 5% rebate on autogas. This initiative will be available at participating gas stations until May 1, 2026, with the accumulated funds directed towards purchasing Ukrainian goods and covering utility payments.
As of now, there are approximately 9.4 million users of the National Cashback card program. Svyrydenko emphasized that the government does not plan to reduce excise taxes or VAT on fuel, stating that all taxes contribute to the budget, which funds the military. Therefore, the proposed support programs will rely on existing budget allocations from the Ministries of Economy and Social Policy.
On March 12, President Volodymyr Zelensky announced additional support measures for Ukrainians, which include a one-time payment of 1,500 hryvnias for pensioners and social assistance recipients, alongside the fuel cost compensation for vehicle owners.
