Ukraine Faces Power Outages Amid Ongoing Attacks on Energy Infrastructure

The Ukrainian Ministry of Energy has reported that ongoing military actions and attacks on energy infrastructure have resulted in temporary power outages in parts of the Zaporizhzhia, Dnipropetrovsk, and Kharkiv regions. Efforts to restore electricity are underway where security conditions allow, with teams mobilizing immediately after air raid alerts cease.

According to the ministry, scheduled power outages have been implemented across most regions since March 5, affecting homes, hospitals, schools, and businesses. The head of the Zaporizhzhia Regional Military Administration, Ivan Fedorov, indicated that over 8,800 subscribers have lost power due to a recent Russian assault in the Zaporizhzhia district. Restoration efforts will commence as soon as it is deemed safe.

Since the onset of the full-scale invasion in February 2022, Russia has consistently targeted Ukraine’s energy infrastructure. This trend has intensified since the beginning of autumn 2025, leading to significant disruptions in energy supply.

The Ukrainian Ministry of Foreign Affairs has characterized these attacks, particularly during harsh winter conditions, as acts of genocide against the Ukrainian people. In response, Russian Foreign Minister Sergey Lavrov claimed that Russia has not initiated attacks on civilian infrastructure, suggesting that Ukraine was the first to target Russian energy facilities.

On February 25, Ukraine’s Attorney General Ruslan Kravchenko announced that he had submitted materials to the International Criminal Court regarding Russian attacks on Ukraine’s energy infrastructure from July 2025 to February 2026. This move underscores the ongoing international legal scrutiny of the conflict and its humanitarian implications.

Ukraine's energy infrastructure continues to be severely impacted by Russian military actions, leading to widespread power outages. The situation has prompted international legal responses and heightened concerns over humanitarian conditions during winter.
