The Ukrainian government is grappling with significant challenges following a series of Russian attacks that impacted multiple regions, including Odesa, Mykolaiv, Kyiv, and Dnipropetrovsk. Prime Minister Yulia Svyrydenko reported on the situation, noting that over 60 teams are actively working to restore electricity in the capital.
In Odesa, energy crews are focused on reconnecting power to more than 130,000 customers who lost service due to the strikes. Critical infrastructure facilities have already been reconnected, according to Svyrydenko’s updates on Telegram after an energy stabilization meeting.
As temperatures are expected to drop next week, the Prime Minister emphasized the urgency of repair efforts. “Repair teams are doing everything possible to expedite repairs at all energy facilities. I have instructed relevant ministries and regional heads to prepare necessary resources for rapid response to potential new strikes in the face of severe cold weather,” she stated.
On February 13, a Russian attack in Odesa resulted in one fatality and six injuries. Local authorities reported that the strikes targeted a range of facilities, including port, residential, industrial, and energy infrastructure. Following these attacks, there have been significant disruptions to electricity supply in the Odesa region.
Energy company DTEK described the damage to Odesa’s energy infrastructure as severe, indicating that repairs would take considerable time to restore functionality. “The destruction is extremely serious. It will require a lengthy period to bring the equipment back to operational status,” DTEK announced.
Since the onset of the full-scale invasion in February 2022, Russian forces have consistently targeted Ukraine’s energy infrastructure. The intensity of these attacks has escalated since the beginning of the autumn season in 2025.
The Security Service of Ukraine has categorized these strikes on energy facilities as crimes against humanity. The agency reported that since the start of the heating season this year, it has documented at least 256 aerial attacks by Russia on energy and heating systems across Ukraine.
