Ukraine Faces Critical Air Defense Shortage Amid U.S.-Iran Tensions

As the United States shifts its focus towards escalating tensions with Iran, Ukraine may encounter a significant shortage of American air defense missiles, with Russia intensifying its attacks on Ukrainian cities.

According to reports from Reuters, since the onset of U.S. and Israeli strikes on Iran, the latter has launched hundreds of ballistic missiles and drones targeting Gulf nations. Many of these have been intercepted, notably by PAC-3 Patriot missiles, which are crucial for Ukraine’s defense against Russian missile strikes on its energy and military infrastructure.

Serhiy Kuzan, head of the Ukrainian Center for Security and Cooperation in Kyiv, stated that the annual production of approximately 600 PAC-3 missiles by Lockheed Martin is insufficient to meet the demands of the U.S. and its allies in the Gulf, let alone Ukraine’s needs.

Kuzan emphasized, “This is very simple wartime math,” noting that the French-Italian SAMP/T air defense system, which has similar capabilities, has not ramped up production quickly enough to serve as a viable alternative.

Fabian Hoffmann, a doctoral candidate at the University of Oslo specializing in missiles, mentioned that while Gulf states are stockpiling Patriot missiles, they may need to be more selective in their usage if the Iranian missile strikes continue.

Mykola Belyieskov from Ukraine’s National Institute for Strategic Studies suggested that a larger deficit could be avoided if the U.S. and Israel manage to neutralize Iran’s missile stockpiles and launch systems in the coming days.

Russia has reportedly invested heavily in military production, launching over 700 missiles during its winter campaign against Ukraine’s energy infrastructure. Just last month, it fired 32 ballistic missiles in a single night.

The majority of Patriot missiles supplied to Ukraine come from European nations under NATO’s PURL initiative, established last year to procure American-made weapons for Ukraine. Since their last meeting in mid-February, Ukraine’s allies have committed to sending 37 PAC-3 missiles. Italy has ruled out the possibility of reallocating air defense systems from Ukraine to support Gulf nations, according to sources familiar with the situation.

However, two European diplomats expressed concerns that if the conflict with Iran drags on, delays in PURL shipments could worsen as the U.S. depletes its own stockpiles. A senior U.S. Defense Department official confirmed to Reuters that production-related delays are affecting PURL shipments and warned that issues could escalate if the Iran conflict continues.

The official stated, “We can only produce a certain amount at a time.” Notably, Lockheed Martin is increasing PAC-3 production to 2,000 units annually as part of a contract announced in January, but this may be too late to address the current shortage.

As of now, the Pentagon has not commented on the status of weapon supplies to Ukraine. In February, it was reported that Ukraine would soon receive 35 interceptors for its Patriot air defense system—30 from member states of the Ukraine Defense Contact Group and an additional five from Germany.

The Netherlands, the United Kingdom, Norway, and Sweden have contributed $500 million (420 million euros) towards the purchase of American weapons for Ukraine under the PURL initiative. On February 12, it was announced that the UK would join the procurement efforts, allocating an initial $205 million.

Aliona Hetmanchuk, Ukraine’s diplomatic representative to NATO, listed the countries that have provided significant assistance in acquiring critical American weaponry, including air defense systems.

Ukraine is facing a potential shortage of American air defense missiles as U.S. attention shifts to Iran, while Russian missile attacks continue. Experts warn that delays in military supplies could exacerbate the situation.
