The Ukrainian government has announced that students from both public and private higher education institutions will now be eligible for scholarships. Prime Minister Yulia Svyrydenko made this announcement on March 12, addressing requests from students for more equitable financial support.
Svyrydenko clarified that the new regulations will allow students at private universities, who are enrolled under state funding, to receive scholarships. This change aims to provide more comprehensive support to all students, regardless of their institution’s ownership.
In addition to expanding eligibility, the government plans to double the minimum scholarship amount starting September 1, 2026. The minimum scholarship will increase to 4,000 UAH, reflecting a significant boost in financial assistance for students.
The 2026 state budget allocates 6.6 billion UAH for academic and named scholarships, which is an increase of 1.2 billion UAH from the previous year. This funding aims to enhance the educational experience and support students in their academic pursuits.
Changes to Scholarship Amounts
The Ministry of Finance had previously outlined the new scholarship amounts set to take effect in September 2026:
- Presidential scholarship will rise from 10,000 UAH to 20,000 UAH per month;
- Parliamentary scholarship will increase from 4,400 UAH to 8,800 UAH;
- Cabinet scholarship will go from 4,000 UAH to 8,000 UAH;
- Minimum academic scholarship will be raised from 2,000 UAH to 4,000 UAH;
- Enhanced academic scholarship for exceptional achievements will rise from 2,910 UAH to 5,820 UAH;
- Industry-based scholarship will increase from 2,550 UAH to 5,100 UAH;
- Enhanced industry-based scholarship will go from 3,710 UAH to 7,420 UAH.
Scholarships for Colleges
Students in vocational colleges will also see an increase in their scholarship amounts:
- Presidential scholarship will increase from 7,600 UAH to 15,200 UAH;
- Parliamentary scholarship will rise from 3,320 UAH to 6,640 UAH;
- Minimum academic scholarship will go from 1,510 UAH to 3,020 UAH;
- Enhanced academic scholarship for exceptional achievements will increase from 2,197 UAH to 4,394 UAH;
- Industry-based scholarship will rise from 1,930 UAH to 3,860 UAH;
- Enhanced industry-based scholarship will increase from 2,809 UAH to 5,618 UAH.
The Ukrainian government has expanded scholarship eligibility to include students from private universities, effective September 2026. The minimum scholarship amount will double, and overall funding for scholarships will increase significantly in the upcoming budget.
