Ukraine Advances EU Accession Talks with New Cluster Conditions

On March 17, Ukraine received project conditions from the European Commission aimed at advancing its negotiations for European Union membership. This initiative, known as frontloading, focuses on three specific clusters: Competitiveness and Inclusive Development, the Green Agenda and Sustainable Connectivity, and Resources, Agriculture, and Cohesion Policy.

With these conditions in place, Ukraine is now positioned to negotiate across all six clusters necessary for its EU accession. Taras Kachka, Ukraine’s Deputy Prime Minister for European Integration, expressed gratitude to the Danish and Cypriot presidencies and the European Commission for initiating this frontloading mechanism, which allows Ukraine to continue technical discussions regarding its EU membership.

“We take this very seriously, and we truly appreciate the support of the European Commission in this matter,” Kachka stated.

Kachka emphasized that Ukraine values the Commission’s involvement in implementing all benchmarks within the country. He described the move as revolutionary and aligned with current EU accession methodologies, noting the urgency of Ukraine’s integration into the EU.

“We cannot afford to waste any time in our pursuit of EU membership. We appreciate the EU’s creativity while adhering to established rules,” he added. Kachka also highlighted that this development serves as a positive signal for Ukraine to continue reforms during the ongoing conflict.

Over the past four years of wartime, Ukraine has made significant strides, particularly in anti-corruption and judicial reforms. Kachka noted the establishment of a well-functioning anti-corruption system and the appointment of judges selected by bodies supported by international experts, which has fostered considerable trust in their work. He assured that the government would maintain its reform agenda.

On the same day in Brussels, a similar procedure was set to take place for Moldova, represented by Deputy Prime Minister for European Integration, Kristina Gerasimov.

The frontloading initiative allows Ukraine to undertake all necessary technical and legislative work for EU accession without waiting for Hungary to lift its objections, which have previously delayed the opening of negotiation clusters.

The technical opening of the last three negotiation clusters for Ukraine and Moldova was initially scheduled for March 2-3 during an informal meeting of the EU General Affairs Council in Cyprus but was postponed to May due to the ongoing conflict in the Middle East.
