U.S. Grants India 30-Day Permit to Purchase Russian Oil

The U.S. Treasury Department has issued a temporary 30-day permit allowing India to purchase Russian oil currently stranded on tankers at sea. This decision was announced by U.S. Treasury Secretary Scott Bessent on social media.

Bessent explained that the move aims to ensure a continued supply of oil to the global market. The permit specifically enables Indian refineries to acquire Russian oil, which is already in transit.

“This short-term measure will not provide significant financial benefits to the Russian government, as it only allows transactions involving oil that is already stuck at sea,” Bessent stated.

He emphasized the importance of India as a key partner for the United States, expressing hope that New Delhi would increase its purchases of American oil.

Recent reports indicated that two Russian oil shipments heading to East Asia have redirected towards India, suggesting that New Delhi is prepared to accept Russian oil amid escalating tensions in the Middle East.

This development follows a February decision by former President Donald Trump to eliminate a 25% tariff on all Indian goods, a move linked to India’s significant purchases of Russian oil. Trump had also previously suggested that India should consider buying oil from Venezuela, urging China to join in.

Background:

  • On February 28, Israel and the U.S. conducted strikes against Iran and Hezbollah in Lebanon.
  • In retaliation, Iran launched attacks on Bahrain and the United Arab Emirates, blocking the vital Strait of Hormuz, a key oil supply route.
  • On March 2, Brent crude oil prices surged over 13% to more than $82 per barrel as markets braced for ongoing volatility and disruptions in the Strait of Hormuz.
  • A Saudi Arabian refinery in Ras Tanura ceased operations following an Iranian drone attack.
  • In Bahrain, the U.S.-flagged tanker Stena Imperative was attacked, resulting in a fire onboard, though no crew members were injured.
  • Qatar halted liquefied natural gas production after Iranian drones struck energy facilities operated by QatarEnergy.
  • Indian state oil refiners and officials have coordinated a response plan amid the conflict with Iran, which has nearly halted oil flows through the Strait of Hormuz, prompting renewed interest in Russian oil.

The U.S. Treasury has authorized a 30-day permit for India to buy Russian oil stranded at sea, aiming to stabilize global oil supply amid rising tensions in the Middle East. This move highlights India's strategic role as a partner for the U.S. in energy markets.
