President Donald Trump announced the dismissal of Kristi Noem from her position as Secretary of Homeland Security, a role that oversees the U.S. Immigration and Customs Enforcement (ICE). This decision comes in the context of ongoing protests in the United States related to immigration policies, which have persisted since 2025.
In a post on his social media platform, Truth Social, Trump expressed gratitude for Noem’s service, stating, “Kristi Noem, who has served us well and achieved numerous impressive results (especially at the border!), will be appointed as Special Envoy for ‘America’s Shield’, our new security initiative in the Western Hemisphere, which we will announce on Saturday in Doral, Florida.”
“I thank Kristi for her service,” Trump added.
Trump indicated that Noem would be replaced by Congressman Markwayne Mullin, a member of the Republican Party. He described Mullin as a “MAGA warrior” and a former undefeated MMA fighter, emphasizing his ability to connect with people and the qualities needed to advance the administration’s agenda of “America First.”
“Markwayne will work tirelessly to ensure the security of our borders, stop the crime of migrants, killers, and other criminals from illegally entering our country, and put an end to the scourge of illegal drugs,” Trump stated regarding the new appointee’s responsibilities.
Noem is the first member of Trump’s administration to be dismissed since his inauguration in January 2025. Joseph V. Cuffari, the Inspector General of the Department of Homeland Security, had previously raised concerns about Noem and her deputies, alleging systematic obstruction of his office’s work.
Cuffari initiated a comprehensive investigation into the department’s activities, including an audit of how ICE handles incidents involving the use of force and a review of the processes used to determine whether an arrested individual is a U.S. citizen. Reports indicate that Cuffari documented 11 instances of conflict with Noem or her senior deputies regarding access to departmental data sources.
“The department’s approach risks jeopardizing investigations and unnecessarily complicating them, as well as any potential criminal prosecution,” Cuffari wrote in a letter to Congress.
Following Trump’s inauguration, ICE was directed to intensify anti-immigration policies in the U.S. While the agency was tasked with investigating crimes committed by migrants, it also began mass deportations, affecting individuals who had not committed any offenses. This led to widespread protests in various U.S. cities, including Los Angeles, New York, and Washington, D.C., with Minneapolis emerging as a focal point for demonstrations. During these protests, ICE agents were involved in two fatal shootings.

On January 24, federal agents fatally shot a man in Minneapolis, later identified as Alex Pretty, a 37-year-old nurse. The Department of Homeland Security stated that agents opened fire in self-defense, claiming that Pretty approached them with a firearm.
Governor Tim Walz of Minnesota requested that the state conduct the investigation. Minneapolis Mayor Jacob Frey characterized the actions of federal agents as an “invasion” and urged President Trump to withdraw them from the city.
Details on a Previous Fatal Incident in Minneapolis
Earlier, on January 7, a 37-year-old woman named Rene Good was killed when an ICE agent fired at her vehicle. The Department of Homeland Security stated on social media that ICE personnel were conducting operations when several individuals began obstructing them, and Good allegedly drove her car towards an agent.
“He used the skills he acquired during training to save his life and the lives of his colleagues,” the department asserted.
In his Truth Social post, Trump claimed that “radical leftists” are pursuing American law enforcement and ICE agents daily. After reviewing video footage of the incident, he stated that the deceased woman “acted very erratically, obstructed, and violently and intentionally drove at an ICE officer.”
Governor Walz held a press conference following the incident, asserting that his administration would “stop at nothing” to seek accountability and justice after the shooting.
In the days leading up to the protests, reports indicated that approximately 2,000 federal ICE agents had been deployed to Minneapolis.
