Russian Strike Destroys Educational Facility in Chernihiv Region

A Russian missile strike has resulted in the destruction of a school in the Ponornytsia community of the Chernihiv region, according to Vyacheslav Chaus, head of the regional military administration. The attack occurred late on March 18, when three missiles hit the Avdiivka Lyceum, causing extensive damage to the building and school buses.

Chaus reported that students had recently transitioned to a mixed format of learning due to frequent air raid alerts. The facility, which had been recently renovated and included a new cafeteria, was severely impacted by the strike.

In addition to the school, Chaus noted that Russian forces targeted transport infrastructure in the Men community and the Nizhyn district, damaging a local emergency services building. Over the past day, there have been 25 reported Russian strikes across the Chernihiv region.

Russian military operations continue to involve various types of weaponry, including drones, missiles, and multiple launch rocket systems, targeting Ukrainian cities and civilian infrastructure throughout the country. Ukrainian authorities, along with international organizations, classify these attacks as war crimes, emphasizing their deliberate nature.

Attacks on essential services and healthcare facilities are viewed as attempts to deprive civilians of electricity, heating, water supply, communication, and medical assistance. Legal experts and human rights advocates argue that these actions could be indicative of genocidal behavior, as they align with definitions outlined in the 1948 United Nations Convention on the Prevention and Punishment of the Crime of Genocide.

The Convention obligates its 149 member states to prevent and punish acts of genocide both in wartime and peacetime. It defines genocide as actions intended to destroy, in whole or in part, a national, ethnic, racial, or religious group.

Signs of genocide include the killing of group members, causing serious bodily or mental harm, deliberately inflicting living conditions aimed at the group’s destruction, and the forcible transfer of children from one group to another.

In response to these allegations, Russian leadership denies that its military is intentionally targeting civilian infrastructure, claiming that it does not engage in actions that harm non-combatants.
