Russian Military Strikes Historical Building in Ukraine’s Novhorod-Siverskyi

In a late-night assault, Russian forces targeted a historical building in the center of Novhorod-Siverskyi, Chernihiv region, resulting in a fire. The local military administration chief, Viacheslav Chaus, reported that the building housed a library and that firefighters were able to extinguish the blaze.

Chaus also noted that nearby structures and residential homes sustained damage during the attack. Earlier that day, a civilian vehicle in Semenivka was struck by an FPV drone, injuring a 52-year-old man.

Russian military operations have consistently involved various weaponry, including drones, missiles, and artillery, aimed at Ukrainian cities and civilian infrastructure across the nation. Both Ukrainian authorities and international organizations classify these attacks as war crimes, emphasizing their targeted nature.

The systematic shelling of essential services and healthcare facilities is viewed as an attempt to deprive the population of electricity, heat, water supply, communication, medical assistance, and other vital living conditions. Legal experts and human rights advocates argue that these actions may constitute genocidal behavior.

According to the Convention on the Prevention and Punishment of the Crime of Genocide, adopted by the UN General Assembly in 1948, signatory nations—currently numbering 149—are obligated to prevent and punish acts of genocide in both wartime and peacetime. The convention defines genocide as actions intended to destroy, in whole or in part, a national, ethnic, racial, or religious group.

Indicators of genocide include killing members of a group, causing serious bodily or mental harm, deliberately inflicting living conditions designed to destroy a group, and public incitement to commit such acts. The Russian leadership, however, denies that its military is deliberately targeting civilian infrastructure, claiming that such allegations are unfounded.

Russian military forces have attacked a historical library in Novhorod-Siverskyi, causing significant damage and raising concerns over targeted assaults on civilian infrastructure. Legal experts argue that these actions may amount to genocide under international law.
