The head of Ukraine’s Office of the President, Kyrylo Budanov, emphasized the intricate nature of peace negotiations, stating that establishing a timeline for their conclusion remains elusive. Concurrently, a new round of discussions took place in Geneva involving Ukraine and the United States, alongside a trilateral meeting that included Switzerland.

In a phone call between Ukrainian President Volodymyr Zelensky and former U.S. President Donald Trump, they explored potential solutions to territorial disputes and the timing for signing security guarantees.

In Belgorod, Russia, Governor Vyacheslav Gladkov reported on February 27 that Ukrainian armed forces had launched a missile attack on the city and surrounding areas. The assault resulted in significant damage to energy infrastructure, leading to disruptions in electricity, water supply, and heating services. There have been no reports of casualties as of yet.

Ukraine’s energy sector faced additional challenges on February 26, when the country was compelled to reduce its nuclear power generation due to Russian strikes on its energy infrastructure. Energy Minister Denys Shmyhal announced that emergency disconnections of several high-voltage lines occurred, necessitating a reduction in nuclear output to maintain system balance. Furthermore, Ukrenergo implemented additional restrictions across the energy system.

In a notable development, the International Monetary Fund (IMF) approved a new financing program for Ukraine, amounting to $8.1 billion over four years. Prime Minister Yulia Svyrydenko indicated that the initial tranche of approximately $1.5 billion is expected to arrive shortly, aimed at addressing the budget deficit.

In a separate diplomatic context, Georgian Parliament Speaker Shalva Papuashvili criticized President Zelensky, suggesting that he does not merit Georgia’s support, particularly in light of a recent UN resolution advocating for peace in Ukraine. Papuashvili expressed frustration over perceived ingratitude from Zelensky and the West towards Georgia’s position.

In response, Ruslan Stefanchuk, Speaker of the Ukrainian Parliament, expressed surprise at Papuashvili’s comments, asserting that supporting the UN resolution should be seen as a fundamental obligation rather than an act of charity. He acknowledged the support from the Georgian people, particularly those participating in demonstrations for Ukraine or serving in volunteer battalions against Russian forces.

On the military front, Russian forces targeted Novhorod-Siverskyi in the Chernihiv region on February 26, deploying drones that damaged a local employment center, a grocery store, and residential buildings, resulting in injuries among civilians. This incident underscores the ongoing toll of the conflict on Ukrainian communities.
