Key Developments: U.S.-Ukraine Talks Conclude, IMF Approves Funding, Clinton Testifies

A new round of negotiations between Ukrainian and U.S. delegations wrapped up in Geneva, focusing on economic support and long-term mechanisms for Ukraine. The discussions included a trilateral meeting involving Switzerland, with emphasis on finalizing security parameters and economic solutions that will serve as the foundation for future agreements.

Previously, on February 17-18, talks took place between Ukraine, the U.S., and Russia aimed at ending the ongoing conflict in Ukraine. President Volodymyr Zelensky reported that the discussions yielded constructive outcomes regarding ceasefire monitoring, with a commitment from the U.S. to participate actively.

The International Monetary Fund (IMF) has approved a new funding program for Ukraine amounting to $8.1 billion over four years. According to Prime Minister Yulia Svyrydenko, the first tranche of approximately $1.5 billion is expected to be disbursed shortly, helping to cover the budget deficit.

This program was initially outlined in November 2025, requiring the implementation of 16 structural benchmarks and four mandatory preconditions for its launch. Notably, on February 14, Svyrydenko announced that the IMF had agreed to waive certain preconditions, including tax reforms affecting small businesses and digital platforms.

In a separate development, former U.S. Secretary of State Hillary Clinton testified before Congress regarding the Jeffrey Epstein case. Her testimony lasted over six hours behind closed doors, after which she stated that she had shared all relevant information. Clinton emphasized that she had never met Epstein and that her husband, former President Bill Clinton, was unaware of Epstein’s criminal activities during their interactions.

Previously, the Clintons had resisted testifying, facing potential legal repercussions for contempt of court. Bill Clinton is scheduled to testify before Congress on February 27.

On the international front, First Lady Melania Trump is set to preside over a United Nations Security Council meeting on March 2. This marks a historic first for the organization. In her address, she will discuss the role of education in promoting peace, as part of a session titled “Children, Technology, and Education in Conflict Situations.”

The U.S. will assume the monthly rotating presidency of the Security Council in March, comprising 15 member nations. Previously, President Donald Trump criticized the UN for not fulfilling its potential. When asked if Melania Trump’s involvement indicates a positive shift in U.S.-UN relations, UN spokesperson Stéphane Dujarric noted it reflects the importance the U.S. places on the Security Council and the issues at hand.

Meanwhile, tensions have escalated between Pakistan and Afghanistan, with border forces clashing after the Taliban announced retaliatory strikes against Pakistani targets. Both sides report significant casualties, with claims of destroyed or captured positions along the border. The Taliban warned that attacks on Kabul or major Afghan cities would lead to strikes on key locations in Pakistan.

Historically, Pakistan has accused the Taliban of allowing radical Islamist groups, known as the Tehrik-i-Taliban Pakistan (TTP), to operate from Afghan territory, a claim the Taliban denies. Previous skirmishes between the two nations occurred in October and December 2025.
