Kenya Halts Recruitment of Citizens for Russian Military Operations

The Kenyan government has reached an agreement with Russia to cease the recruitment of its citizens for military involvement in Ukraine. This decision was announced by Kenyan Foreign Minister Musalia Mudavadi following discussions with his Russian counterpart, Sergey Lavrov.

During the talks, Lavrov addressed the welfare of Kenyans in Russia, particularly those participating in what the Russian government refers to as a ‘special military operation.’ Mudavadi stated, “We have come to an agreement: Kenyans will no longer be enlisted by the Russian Ministry of Defense. There will be no further opportunities for recruitment in the next intake.”

Additionally, Mudavadi indicated that consular services would be extended to Kenyans already enlisted in the Russian military. Prior to the meeting with Lavrov, he acknowledged the pressure the Kenyan government faces from families of those who have been recruited, but emphasized that Kenya’s relationship with Russia should not be solely defined by military matters. “The relations between Kenya and Russia are much broader than this,” he remarked.

Lavrov contended that Kenyan citizens are volunteering to fight alongside Russian forces and have independently signed contracts with the Russian Ministry of Defense. Reports from February 2026 indicated that over a thousand Kenyans had been recruited for the conflict, significantly higher than Kenyan authorities had previously estimated. This prompted public demonstrations in Kenya, where citizens demanded clarity on the fate of their missing relatives.

In February 2026, media outlets reported that Russia had restricted the recruitment of mercenaries from so-called ‘friendly’ nations, a potential outcome of diplomatic engagements with these countries. The European Parliament has also called for sanctions against individuals and organizations involved in the recruitment of foreign nationals for the Russian military.

The Kenyan government has officially halted the recruitment of its citizens for military service in Russia, following negotiations with Russian officials. This decision comes amid rising concerns over the welfare of Kenyans involved in the conflict in Ukraine and public pressure from families of those missing in action.
