Hungary’s Role in Russian Influence within the EU: Insights from Security Officials

Recent reports indicate that Hungary has served as a critical conduit for Russian influence within the European Union, particularly through its government officials and cyber activities. According to The Washington Post, current and former European security officials have highlighted how Hungary’s actions have facilitated Moscow’s access to sensitive EU discussions.

Ferenc Fress, a former head of Hungary’s Cyber Defense Center, provided insights into the extent of Russian hacking efforts targeting the Hungarian Foreign Ministry. These cyber intrusions have raised concerns about the integrity of sensitive communications.

One European security representative noted that Hungary’s Foreign Minister, Péter Szijjártó, frequently communicated with his Russian counterpart, Sergey Lavrov, during breaks in EU Council meetings. These calls reportedly allowed Szijjártó to relay real-time updates on discussions and potential decisions being made within the EU.

The official remarked, “With these calls, Moscow was effectively at the table during every EU meeting for years.” This underscores the depth of Hungary’s ties to Russia, particularly in the context of the ongoing geopolitical tensions stemming from the conflict in Ukraine.

Since the onset of Russia’s full-scale invasion of Ukraine in 2022, Szijjártó has made 16 official visits to Moscow, the most recent occurring on March 4, where he met with President Vladimir Putin. Despite requests for comment, Szijjártó has not responded to inquiries regarding these activities.

The implications of Hungary’s actions extend beyond bilateral relations, raising questions about the security and cohesion of the EU in the face of external influences. As the situation evolves, the role of member states in safeguarding the integrity of the Union’s discussions remains a critical concern.
