First Restrictive Measures Imposed via Military Registration in Russia

The first instance of restrictive measures being enforced through Russia’s electronic military registration system has been reported, according to the organization “Movement of Conscious Refusers” on March 3. Previously, only exit bans were documented by human rights advocates.

A draft evader from Kaliningrad received a notification in November 2025, which he ignored, prompting the military enlistment office to automatically impose five significant restrictions on him 20 days after the deadline.

Under the Russian law “On Military Duty,” there are six additional restrictions for draft evaders beyond the ban on leaving the country. These include:

  • Prohibition on registering as an individual entrepreneur;
  • Inability to register for professional income tax;
  • Suspension of cadastral registration and/or property rights;
  • Restrictions on driving vehicles;
  • Prohibition on registering vehicles;
  • Denial of credit or loan agreements.

In this case, the Kaliningrad enlistment office enforced all restrictions except for the last one.

Human rights defenders have stated, “We will verify each restriction. The mere appearance of these in the electronic registry does not guarantee that the Federal Tax Service, Rosreestr, or the State Traffic Safety Inspectorate will enforce them. We see that there is still no established interaction with private credit organizations and banks.”

The Unified Military Registration System has been operational since May 2025. In September, it was reported that draft evaders were being prohibited from leaving Russia through the notification registry.

The first use of restrictive measures through Russia's military registration system has been documented, marking a significant development in enforcement against draft evaders. The measures include various prohibitions that extend beyond exit bans, raising concerns about their implementation.
