Conflict Erupts Between Military Recruiters and Youths in Lutsk

A confrontation occurred in Lutsk involving military personnel from the Territorial Recruitment Center and a group of teenagers, as reported by the center’s press service on April 11. The incident unfolded during a routine verification of military registration documents.

According to the report, military officials identified two conscription-age individuals during notification activities on Saturday. One individual presented valid documentation for deferral from service, while the other failed to comply with requests to show military registration papers and attempted to evade interaction.

The press release detailed that a group of minors approached the military personnel aggressively, attempting to obstruct their duties and resorting to physical violence. In response to these actions, the military personnel stated they were compelled to react and stop the aggressive behavior.

It was later revealed that the individual who instigated the altercation is a resident of Vinnytsia, deemed fit for military service, and subject to conscription during mobilization. He was taken to the Territorial Recruitment Center for the updating of military registration data and medical examination.

Authorities are currently searching for the assailants involved in the incident, who will face legal assessment for their actions. The press service emphasized that obstructing lawful activities of military personnel, as well as any acts of aggression or physical force against them, constitutes a serious legal violation. Such actions, regardless of the perpetrators’ age, will not go unpunished under Ukrainian law.

The police in Volyn region have not yet publicly commented on the incident.

Since the onset of the full-scale Russian invasion of Ukraine on February 24, martial law has been declared, and general mobilization has been instituted. The Ukrainian Parliament has extended the duration of martial law and mobilization every three months.

Reports of conflicts between Territorial Recruitment Center staff and citizens in urban and rural areas have become increasingly common in Ukrainian media. Negative narratives surrounding mobilization are rapidly disseminated through social media. Ukrainian military officials and government representatives attribute this trend to information and psychological operations conducted by Russia.
