Ukraine’s Election Preparations Amid Ongoing War: Challenges Ahead

Conducting elections in Ukraine during the ongoing war is deemed impossible, according to government officials. As the country approaches the end of its current state of martial law on May 4, discussions are already underway regarding preparations for the first national elections post-conflict.

“We have reached a consensus on the impossibility of holding elections during wartime,” stated Oleksandr Korniyenko, Deputy Head of the Ukrainian Parliament. He emphasized that while martial law is set to expire, the prevailing security situation necessitates its extension.

Korniyenko expressed a strong likelihood that the martial law period would be prolonged, noting, “There is a special state in place, elections are not possible, but a group is working on legislative preparations for the first post-war elections.”

He highlighted the need for extensive work to facilitate voting for Ukrainians living abroad and to ensure that military personnel can participate in the electoral process. Additionally, the logistics of financing and organizing elections for the Verkhovna Rada, Ukraine’s parliament, are being examined.

Recently, President Volodymyr Zelensky underscored that elections cannot occur without a ceasefire. He has called on international partners to assist in restoring and securing the infrastructure necessary for safe and legitimate voting.

The head of Ukraine’s Central Election Commission, Oleg Didenko, echoed these sentiments, stating that security and a ceasefire are essential prerequisites for any electoral process.

Meanwhile, Russian officials have suggested a potential “silence regime” to facilitate voting in Ukraine, claiming readiness to ensure a ceasefire on the day of any possible elections.

As Ukraine navigates the complexities of conducting elections amidst ongoing conflict, officials emphasize the need for security and international support. Preparations for post-war elections are underway, although significant challenges remain.
