Ukraine Ratifies €230 Million Deal for Road Infrastructure Restoration

The Ukrainian Parliament has approved a financial agreement with the European Investment Bank (EIB), securing €230 million aimed at restoring the country’s road infrastructure.

According to Deputy Prime Minister Dmytro Kuleba, the funds will be allocated for the restoration of access roads at border crossing points in Lviv Oblast and for road infrastructure improvements in Odesa Oblast. The initiative is part of the EU’s “Solidarity Paths” program, with the first tranche amounting to €134 million.

Key international routes, including Kyiv-Chop (M-06), Kyiv-Kovel-Yahodyn (M-07), Lviv-Shegyni (M-11), and Odesa-Reni (M-15), will be prioritized as they are vital for logistics and exports to EU countries.

Additionally, at least 4,000 kilometers of roads in frontline areas require restoration and reinforcement. Kuleba emphasized that this agreement will enhance connections to the TEN-T network, alleviate logistical bottlenecks, improve traffic safety, and expedite the delivery of humanitarian and export cargo.

This year, Ukraine plans a large-scale road repair initiative to address significant winter damage, focusing on international and key defense logistics routes, particularly the Kyiv-Chop and Kyiv-Odesa highways.

Over 1,100 workers from road repair teams are engaged in the efforts, with the Ministry of Development and the Recovery Agency tasked to accelerate work within two weeks to ensure safe passage on critical routes.

President Volodymyr Zelensky previously noted that the total funding required for road repairs amounts to 52 billion UAH. The repair work will be conducted in two phases, with the first phase concluding in June and the second extending until October.

Prime Minister Yulia Svyrydenko indicated that at least 10 billion UAH from the reserve fund will be allocated for road construction and repairs in frontline regions, with these funds processed through the Ministry of Defense’s budget due to the critical nature of evacuation routes.
