Ukraine is pursuing membership in the European Union by 2027, yet this ambition faces significant resistance from several EU governments. Concerns have been raised about the potential repercussions of hastening Ukraine’s accession.
President Volodymyr Zelensky views EU membership as a critical anchor for Ukraine’s security and prosperity following the conclusion of the ongoing conflict. A definitive accession date could serve as a pivotal motivator for Ukrainians, particularly if the nation does not achieve immediate NATO membership.
Vice Prime Minister Taras Kachka indicated that Ukraine is prepared to accept additional monitoring mechanisms and transitional periods regarding subsidies to alleviate the concerns of current EU members. “This is essential for establishing a lasting and just peace in Europe,” he stated.
Despite diplomatic efforts, skepticism persists among officials in Brussels and major European capitals, particularly in France and Germany. Diplomats have identified several key obstacles to expediting the accession process:
- Corruption: European officials believe Ukraine has not yet completed the necessary reforms.
- Populism: EU governments are wary of rising anti-European sentiment within their own countries due to rapid expansion.
- Bureaucracy: Each step of the accession process requires unanimous approval from all 27 member states, with Hungary having previously blocked Ukrainian matters.
The concept of “reverse enlargement,” proposed by European Commission President Ursula von der Leyen, which suggested limited access to funds until all reforms were completed, is currently viewed as diplomatically unfeasible.
Analysts consider full membership within the next three years unrealistic. Instead, Ukraine may be offered a model of “accelerated integration,” allowing gradual participation in the EU’s single market, energy, and digital programs prior to official membership status.
Meanwhile, the European Commission continues to emphasize the importance of Ukraine’s membership, arguing that it would enhance the military capabilities of the entire bloc in light of potential future aggression from Russia.
