The State Energy Supervision Inspectorate of Ukraine has announced plans for unplanned inspections in five regions to assess the fairness of scheduled power outages. This decision follows numerous complaints regarding the adherence to these schedules.
The inspections will take place in the following regions:
- Zhytomyr
- Kirovohrad
- Khmelnytskyi
- Cherkasy

Inspectors will evaluate several key aspects:
- The accuracy of the hourly outage schedules
- Whether the schedules align with actual outage times
- The potential for uneven distribution of power restrictions
- Consumer rights to receive electricity amidst capacity shortages in the energy system
The primary objective of these inspections is to ensure equitable application of outage schedules for all consumers. Should any violations be identified, regional energy companies will be required to rectify these issues and align their schedules with legal standards.
Currently, power outage schedules are implemented across nearly all regions of Ukraine, a measure necessitated by ongoing attacks on energy infrastructure by Russian forces. As of February 20, power outage schedules are not in effect only in the Zakarpattia and Volyn regions.
Additionally, in January 2026, Ukraine recorded its highest electricity import levels since the onset of the full-scale invasion, with over 894,000 MWh imported. This figure represents a 40% increase compared to December of the previous year. Hungary remains the primary supplier, accounting for 45% of all foreign electricity imports.
