Kyiv Security Forum Calls for Urgent Support to Strengthen Ukraine’s Energy System

The Kyiv Security Forum (KSF) has reached out to the G7 countries and the European Union, urging them to bolster Ukraine’s energy infrastructure.

In its appeal, the Forum emphasized that the year 2026 will be a critical juncture in the ongoing conflict between Russia and Ukraine. The upcoming winter is expected to pose significant challenges for Ukraine and test the ability of democratic nations to protect civilians from the weaponization of energy resources.

“Preparations for the winter of 2026-2027 must begin immediately,” the KSF stated.

Signatories of the document include KSF Chair and former Ukrainian Prime Minister Arseniy Yatsenyuk, CEO of DTEK Maxim Timchenko, former CIA Director General David Petraeus, and Deputy Head of the Ukrainian Parliament’s Committee on National Security and Defense Yegor Chernev, among others.

The signatories highlighted the scale of the energy crisis exacerbated by extensive Russian attacks on energy infrastructure:

  • Approximately 40% of Ukrainians have inadequate heating or none at all;
  • 74% experience highly unstable electricity supply or lack electricity altogether.

Details on the proposed “Energy Ramstein” initiative were also discussed. Participants of the KSF suggested establishing a coordination mechanism with an international working group that would synchronize equipment procurement, funding, infrastructure protection, and implementation timelines.

This mechanism aims to focus on the immediate acquisition and expedited delivery of equipment, rapid financing, enhanced protection of energy facilities, and acceleration of decentralized energy solutions.

“If decisions are not made promptly, the consequences will be irreversible. Due to lengthy production and installation cycles of 10 to 24 months, critical equipment will not be operational in time for winter, leaving millions of civilians without electricity and heating for extended periods,” the appeal warned.

The Kyiv Security Forum has called on international partners to urgently assist in strengthening Ukraine's energy system in light of ongoing challenges. The appeal highlights the critical need for preparations ahead of the winter of 2026-2027, as the energy crisis deepens due to Russian military actions.
