The Ukrainian Parliament has approved a law simplifying visa requirements for foreign volunteers and humanitarian workers. The legislation, passed on March 12, received support from 254 lawmakers, with no votes against and one abstention.
This new law suspends the requirement for a long-term visa for foreigners and stateless individuals, excluding Russian citizens, during the ongoing state of war in Ukraine and for one year thereafter. The exemption applies to those who arrive to work with registered foreign companies receiving humanitarian aid or to participate in international and regional volunteer programs.
According to the law, foreigners and stateless individuals who entered Ukraine after February 24, 2022, and apply for temporary residency within 60 days of the law’s enactment will be considered to be legally residing in the country on a temporary basis.
Valeriy Zub, a representative of the ruling party, ‘Servant of the People,’ noted in the explanatory memorandum that the existing procedure for obtaining residency permits has made it significantly more difficult for this group of foreigners to legalize their stay in Ukraine. He emphasized the urgent need for experienced humanitarian workers, particularly those with backgrounds in conflict zones, to provide professional assistance.
The proposal for this legislation was submitted to the Parliament in March 2025.
